I hope is ok to pose a question here.

Many years ago I heard a salty old warrant Boatswain use the term "Scotchman"

It must refer to some piece of rigging.He was in charge rerigging an AKA. U.S.S.Arnab AKA -57.

Does any forum member know?

AFAIK,  a "scotchman" is a leathering or a batten on a shroud to prevent chafing by running gear... sorta like baggywrinkle protects sails.  

Haven't heard that one in a dog's age.

When in doubt, consult ABOK.  "Scotchmen" are fenders and I'd  ask you to refer to ABOK #3518 and fwd.   Fenders need not only apply to over the deck fenders.. but may apply to all sorts of chafing gear.

Had to delve deep into my few remaing brain cells -
Admiralty Manual of Seamanship 1956,
Page 326....The forecastle deck in the wake of each cable is strengthened and protected by a strip of steel plating called a Scotchman.
British Admiralty publication.

A Scotchman in the Royal Australian Navy is the re-enforced checher plate welded to the deck under the anchor cable. Hope this helps.
